As I am not an expert in Municipal Engineering I

am unable in the following remarks to offer any criticism as to the adequacy or otherwise of the staff provided for the Building Authority, Waterworks or Drainage.

Engineering Staff.

I have prepared and attached a tabular statement marked "A" showing the estimated cost of personnel and the estimat- -ed cost of the work to be carried out this year by the various branches of the Public Works Department.

The figures in this table may not be exact but are sufficiently accurate for purposes of comparison.

Drainage.

Maintenance of Buildings, Roads, &c. under Mr.

Tooker. The estimated cost of work to be done in this branch is $349,000: and the cost of the Staff about $40,828: which gives a percentage of 11.7%.

This department has to supervise the maintenance

of about 250 buildings and Lighthouses, over 100 miles of Road and telephone lines on the Island and in the New Territories besides other miscellaneous works.

It is proposed by the Director of Public Works to make a reduction of 1 overseer 1st. class, hitherto employed in maintenance of buildings in the City. This reduction should be considered an experiment, the staff in my opinion being scarcely adequate for the proper supervision of the work.

At present only 2 overseers are employed in the maintenance of roads, one of whom has to deal with all roads in the Island outside the City and also all roads in Kowloon and
